Who We Serve

Rooted in the Northern Panhandle

Empower and Link, Inc. is a West Virginia 501(c)(3) nonprofit based in Colliers, serving individuals and families across the Northern Panhandle of West Virginia and neighboring communities in Pennsylvania and Ohio. Rather than handing someone a phone number, a navigator walks alongside them — meeting them where they are, building a personalized plan, and coordinating support across housing, employment, behavioral health, legal aid, transportation, and education until they reach stability.

Real support means addressing the whole picture.

Poverty, addiction, homelessness, mental health, justice involvement — these don't exist in isolation. Our navigators coordinate across every area of a client's life so nothing falls through the cracks.

Housing Stability

Emergency shelter, transitional housing, permanent placement, landlord mediation, and utility assistance tied to your plan.

Employment & Workforce

Resume building, interview prep, job placement, skills training, and support once you're working.

Behavioral Health

Mental health and counseling connections, crisis intervention, and trauma-informed support.

Health/Wellness

Health care connections alongside the plan, plus the weekly wellness sessions that help manage stress, build resilience, and restore balance.

Legal Aid & Advocacy

Court navigation, legal representation connections, record expungement assistance, and rights advocacy.

Transportation

Rides to appointments, job interviews, DHHR visits, and medical care. Getting there is half the battle.

Education & Life Skills

Financial literacy through WV Saves, the local America Saves program, GED support, budgeting workshops, and practical skills for independence.
