What a participant can actually receive, and what each one asks of them. Every program below is delivered alongside a navigator, not instead of one.

Supportive Services

  • Fresh Start — Laundry Assistance

    Provides essential laundry supplies including laundry pods, dryer sheets, and a roll of quarters to help maintain personal hygiene and clothing care while funding and supplies are available.

    Limit

    Available once per month.

  • Home Furnishing Assistance

    Reduces the stress of transitioning into a new home by connecting clients with affordable or free community-donated furniture, decor, and household essentials to create a functional living space.

    Limit

    Available as determined by Empower & Link staff (e.g. moving into a new place, or CPS requirements).

  • Limited Vehicle Service & Repair

    Removes transportation barriers so clients can maintain employment, access essential services, and achieve self-sufficiency when reliable transportation is essential.

    Limit

    Must be evaluated and approved by an E&L-approved mechanic prior to authorization. Does not cover routine maintenance, cosmetic work, or future needs.

  • Emergency Food Assistance

    Designed to help overcome temporary food insecurity while connecting participants to long-term sustainable resources. Intended to supplement, not replace, existing benefits.

    Limit

    If eligible for SNAP but not enrolled, proof of application may be required prior to approval. Utilizing local food banks is encouraged.

Core Programs & Training

  • Workforce Prep & Career Readiness

    Builds practical job market tools: transforms basic work histories into ATS-friendly resumes, assists with targeted applications and cover letters, offers mock interview practice, soft-skills training, and direct employer connections.

    Benefit

    Ongoing support to enter or advance in the job market.

  • Wellness and Self Care

    A Trauma Recovery and Wellness Program offering a safe, structured space to process trauma, manage stress, cultivate resilience, and restore emotional balance through evidence-based practices.

    Schedule

    Weekly wellness sessions offered. Ask your Navigator for schedule and location details.

  • Financial Literacy

    Provides essential money management skills, budgeting tools, credit knowledge, and asset protection strategies to reduce financial stress and build long-term security.

    Requirement

    All participants are required to attend WV Saves, track expenses for one week, and complete a monthly budget.

  • Food Security & Education

    Empowers households through practical education on healthy eating, meal planning, and budget-friendly cooking to shift from temporary aid to lasting nutritional health.

    Incentives

    Attend workshops to earn rewards such as small kitchen appliances, gift cards, and kitchen supplies.
